Consultation on the co-regulatory arrangements under UPM NEPM

mpconsulting has been engaged by the Department of Agriculture, Water and the Environment (the Department) to review the operation of the co-regulatory arrangements established by the National Environment Protection (Used Packaging Materials) Measure 2011 (the UPM NEPM) and the Australian Packaging Covenant (the Covenant).

As part of this review, we are seeking input from a range of stakeholders including businesses in the packaging stream, such as brand owners under the UPM NEPM and signatories to the Covenant, businesses in the recovery and recycling sector, industry representatives and associations, governments and consumers. To do this, we have released a consultation paper and online survey. In particular, we seek you input on:

  1. The strengths and limitations of the operation of the UPM NEPM and the Covenant.
  2. The appropriateness of the goals of the UPM NEPM and the Covenant, and views on the achievement of these to date.
  3. Opportunities to improve the UPM NEPM and the Covenant (or introduce an alternative arrangement) to achieve better outcomes for used packaging. 

The online survey is open for four weeks, from 5 February to 5 March 2021. You can provide feedback through the following link to the Department’s Have Your Say platform:
